What is a Neighborhood Electric Vehicle (NEV)?
An NEV is much more than a golf cart. So what is a Neighborhood Electric Vehicle? There are very specific DMV requirements that make a vehicle an NEV/LSV (Low Speed Vehicle).
- Must reach a speed of more than 20 mph but not more than 25 mph.
- Must be certified to meet Federal Motor Vehicle Safety Standards (FMVSS) to be registered and operated on public streets, roads, or highways.
- Must have a 17-digit conforming vehicle identification number (VIN)
- Requires a valid California driver license, registration, and insurance.
- Has a gross vehicle weight of less than 3,000 lbs.
Rules for NEVs/LSVs
- May Not be operated on any roadway with a speed limit above 35 mph (90% of streets in Manhattan Beach, Redondo Beach and Hermosa Beach are 25 MPH or less).
- Cross at intersections that have a speed limit above 35 mph, if the crossing begins and ends on a road of 35 mph or less.
Required Equipment for Street legal NEVs
- Headlamp, tail lamp and brake lamp
- Speedometer
- A horn
- Windshield wipers
- A rear reflector
- Front/rear turn signals
- Fenders
- A mirror (located in a position to allow the driver a rear view of at least 200 feet)
- Seat Belts
- Front/side reflectors
- A safety-glazed windshield
